How does Termly pricing compare with CookieConsentHQ?

Termly prices its cookie consent plans by monthly banner views, while CookieConsentHQ uses monthly pageviews. Termly also sells legal policy generation, which CookieConsentHQ does not provide.

List prices checked on 20 October 2026, per website:

CookieConsentHQ plan What it covers Monthly price Billed annually
Free 25k pageviews, monthly scans $0 $0
Starter 150k pageviews, weekly scans $8 $80 a year
Growth 750k pageviews, daily scans $18 $180 a year
Business 5M pageviews, daily scans $39 $390 a year
Termly plan What it covers Monthly price Billed annually
Free 10k banner views, quarterly scans, one basic policy $0 $0
Starter 50k banner views, monthly scans, two legal policies $14 $10 a month
Pro+ Unlimited banner views, weekly scans, all legal policies $20 $15 a month

Termly Pro+ adds advanced Google Consent Mode v2, IAB TCF 2.3, custom banner styles, multi-language support and regional consent rules.

A pageview allowance and a banner-view allowance are different billing units, so the tables sit apart rather than side by side.

What would a small website pay?

A website with 40,000 monthly pageviews fits CookieConsentHQ Starter at $8/month. Termly Starter is $14/month on monthly billing and allows 50,000 monthly banner views, so whether it fits depends on that site's banner-view count.

For a website with 120,000 monthly pageviews, CookieConsentHQ Starter is still $8/month. Termly Starter's 50,000 banner-view allowance cannot be judged from pageviews alone, so you would need the site's banner-view figure before deciding.

The annual prices differ as well. CookieConsentHQ Starter costs $80 a year, while Termly Starter at $10/month billed annually comes to $120 a year.

These examples compare the listed allowances without assuming that every page load counts as a Termly banner view.

If you also need legal policies, Termly's higher price includes work you would otherwise handle separately.

CookieConsentHQ includes automatic blocking of known trackers, all four Google Consent Mode v2 signals, GPC support and a consent log with CSV export on every plan. Termly's plan table lists consent logs on Pro+ and Agency, while its Free and Starter plans include legal policy allowances.

CookieConsentHQ Free includes 25,000 pageviews and monthly scans. Termly Free includes 10,000 banner views, quarterly scans and one basic legal policy.

Termly Starter includes two legal policies and monthly scans. CookieConsentHQ Starter adds weekly scans, custom geo-targeting and the Consent Mode Health Monitor.

Termly Pro+ includes advanced Consent Mode v2, regional rules, custom styles and multi-language support.

If you need consent records on a low-priced plan, the CookieConsentHQ consent log is included from Free.

How do the scanning schedules compare?

CookieConsentHQ scans monthly on Free, weekly on Starter and daily on Growth and higher plans. Termly scans quarterly on Free, monthly on Starter and weekly on Pro+.

CookieConsentHQ's scanner uses Chromium to load public pages before consent and revisit the first few after acceptance. Each scan covers up to 50 pages on Free or 150 on paid plans.

Scan results are grouped into cookie categories. From Starter, the Health Monitor also checks Consent Mode signals during each scheduled scan.

Termly's pricing page gives its scan frequency by plan but not its crawl method or pages per scan, so this page does not compare scan coverage.

See the cookie scanner for how CookieConsentHQ scans and where it stops.

What happens when traffic passes the allowance?

CookieConsentHQ keeps its banner and automatic blocking of known trackers active after the monthly pageview allowance is used up. Termly Pro+ includes unlimited banner views.

CookieConsentHQ charges no overage fees. On Free, new consent records pause after 25,000 pageviews until the following month; on paid plans, the dashboard shows an upgrade prompt.

Termly's unlimited Pro+ banner views may suit a website whose traffic would push it past a capped plan.

Termly's pricing page does not say what happens when its Free or Starter banner-view limit is reached, so this page makes no claim about it.

The pricing page explains CookieConsentHQ's pageview limits and what happens past them.

When is Termly the better choice?

Termly fits better when you want cookie consent and generated legal documents from one provider. Its Pro+ plan also makes sense when you need IAB TCF 2.3 or unlimited banner views.

Termly generates privacy policies and other legal documents. CookieConsentHQ does not, so with CookieConsentHQ you handle those documents separately.

Termly Pro+ costs $20/month on monthly billing or $15/month billed annually. For a site with more than 750,000 monthly pageviews, that is less than CookieConsentHQ Business at $39/month.

CookieConsentHQ does not support IAB TCF and is not a Google-certified CMP. Check that before leaving a platform that supplies a framework you need.

Which Termly alternative fits my website?

CookieConsentHQ is worth a look when you already have your legal documents and want consent controls, longer records and more frequent scans at a lower entry price. Termly is worth keeping when document generation, unlimited banner views or IAB TCF matter more.

CookieConsentHQ Starter offers 150,000 pageviews, weekly scans, a three-year consent log and custom regional rules for $8/month. Growth offers 750,000 pageviews, daily scans and five-year retention for $18/month.
